When the budget was put to a vote, Dwyer and Arnone expressed discontent with the decision not to restock the West End branch, and that led them to vote against the spending plan. Many residents who said they were in favor of keeping the West End branch open made it clear that they would vote against the budget on May 21. “If the only thing you’ll listen to is yelling and screaming,” said Parr, “I’ll bring people down to yell and scream at you.”
