It’s the Friday morning before the official dedication of West Hempstead’s 9/11 Memorial in Hall’s Pond Park, and Steve Wagner was busy putting the finishing touches on the memorial. “We sealed the steel. You’ve got be concerned with the elements,” said Wagner, an employee of All Pro Painting on Hempstead Turnpike, which is donating their services to the memorial.
