Democratic legislators also criticized Mangano for his continued reliance on borrowing to fund the county’s coffers. On Thursday, Mangano reached a deal with the Nassau Interim Finance Authority, the state fiscal control board, that will allow Nassau to borrow $450 million to pay its bills –– $305 million for property-tax refunds, $65 million for court judgments and $80 million for termination pay.

Still, Mangano is seeking $150 million in union concessions to balance the 2012 budget. The unions have said such concessions are untenable, as they would force county employees to take pay cuts ranging from $9,000 for sheriffs to $12,000 for civil service employees and $30,000 to $35,000 for police officers. Without the givebacks, layoffs are expected.

The Legislature is set to vote on Mangano’s 2012 spending plan on Sunday, Oct. 30, the legal deadline by which the county budget must be adopted.
