“Step one, is, on Tuesday, we have a resolution to declare a fiscal crisis and take certain action at that time,” he said. “What that means is, we’re going to be going over what we’ve found since we came here as far as spending practices, the reforms we’re already taking to curtail spending and bring in accountability, and how we’re slowing down the city’s rate of spending by providing additional scrutiny on spending requests.”

Schnirman added: “Previously, things came to my desk with no administrative approval, no oversight and little documentation, and we sent a message right away that there will be no more blank checks. I’m going to be the last signature, and it won’t appear until I’m satisfied that it’s essential spending. Additionally, there will be no more rubber stamps.”
