But Schnirman said that the previous administration made no effort to slow down spending and did not budget for outgoing members of the Police Department. He and Nogid also said that while the Federal Emergency Management Agency is expected to reimburse the city a little more than $1 million for costs associated with the storm, it is hardly enough to close the gap and that the city will not receive those funds until the 2012-13 fiscal year.

“You can’t say it’s all about the hurricane now,” Schnirman said. “There’s a huge deficit, a huge crisis and it has to be addressed.”
