In addition to the repositioning of patrol headquarters, he said, there are eight lifeguard chairs that “need to be welded again” because of damage caused by Irene.

“We have to fix them,” he said. “And we also have two lifeguard facilities under the boardwalk—east and west—that were damaged.”

Gillespie said that both facilities are used by lifeguards to remain “under cover” during a rain storm and that sand managed to get inside those facilities during Irene.

“We have to dig them out. The water [from the storm] broke the doors open, and low and behold, you had two to three feet of sand enter. We have quite a bit of work.”

Theofan said one reason for the delay surrounding the patrol headquarters was that the city did not want to move forward with the process during the Quiksilver Pro New York — the sixth of 11 events on the Association of Surfing Professionals’ World Tour and the first ASP contest ever held on the East Coast — which drew thousands to National Boulevard beach during early September.

“They weren’t going to do it until Quiksilver left,” Theofan said, noting that it was also “hard to coordinate” a schedule with Bay Crane. “It’s also just a matter of when they have the two right pieces of equipment on the same day.”

Theofan added: “The reality is, if it couldn’t be moved, or if it falls apart while we move it, the New York State Department of Environmental Conservation (DEC) won’t let us rebuild it,” he said.

“They don’t allow permanent structures to be rebuilt. The other option would be temporary trailers,” Theofan said, “but we’re intent on moving it back.”

Representatives from Bay Crane did not return calls for comment. On Monday, Theofan said that though he still anticipates that the process would take place “very well by this week,” an exact date still has yet to be determined.

“We just don’t know which day,” he said. “We’re waiting to hear from them, and we do want it to be as soon as possible.”
