McCloy has lived in Baldwin for 20 years. He is married and has two children, both of whom graduated college. He currently works as a business consultant and is licensed in New York state as a life and health insurance agent.
He has a Bachelor's degree in Biology from St. John's University.
McCloy expressed concern that the
Baldwin School District's non-graduation rate had exceeded 10 percent, a statistic he said was "unacceptable." He is also troubled by past events overseen the board. One was the district's classifying of attorney Lawrence Reich, an independent contractor, as a full-time district employee. The other being the district's hiring of James Scannell, a former school board trustee, as the district's Assistant Superintendent for Instruction.
"We need board members who will not rubber-stamp wasteful policies, such as the certification that a lawyer was a full-time
Baldwin employee, when he was simultaneously certified as a full-time employee at other school districts," McCloy said, then added: "The former school board president resigned for personal reasons and then was subsequently hired by the board for a six-figure annual salary, which leaves less for teachers and student programs."
