The New York Islanders have been awarded the right to develop Belmont Park, according to people close to the negotiations. A formal announcement will take place at a news conference on Wednesday, to be held at the Belmont racetrack. Gov. Mario Cuomo is slated to attend. This time, however, they most likely would not return to Nassau Veterans Memorial Coliseum in Uniondale.
