Amato, who has long advocated for parking permits, said, “The community members that have been impacted by this parking situation are very anxious to get this law implemented by the Town of Hempstead.”

The law would give the town the authority to distribute stickers to residents, signifying that they live locally. Corresponding signage would indicate when visitors were allowed to park on the streets.

Since the legislation is not finished, Hudes would not say exactly how the streets would be regulated. But Amato said that restrictions would be tighter on the streets that have been most dramatically affected by the problem.

Residents of permitted streets would also be given visitors’ passes for guests. Residents who wanted to host gatherings, Hudes said, could either borrow visitors’ passes from their neighbors or apply to the town for a number of stickers for one-time use.

More parking at the hospital

Since being forced to close the parking garage, NUMC officials have worked with residents to remedy the parking problems. In cooperation with town officials, they have organized a half dozen community meetings at the hospital over the past two years, the most recent one on Dec. 2.

According to Shelley Lotenberg, an NUMC spokeswoman, there are 10 free parking lots for employees on NUMC grounds, four reserved lots and a pay lot for visitors. But employees’ and visitors’ vehicles still crowd residential streets.

More recently, Lotenberg said, hospital officials demolished several old buildings and paved over grassy areas to create 380 additional parking spots. The parking garage itself was recently demolished, and several hundred parking spots are being resurfaced. “NuHealth will continue to do its part to increase on-campus parking capacity,” Lotenberg said, referring to the corporation that owns the hospital, “so that everyone who desires to park on campus can do so, when they need to do so.”

The situation is unique, Hudes said, because there are few precedents for parking restrictions near public facilities. “This is something that is not normally done,” he said.
