Scannell, Koch vie for Fifth District seat
      Less than a month before the Nov. 6 election, the two candidates vying for the Nassau County Fifth Legislative District are out stumping for support from constituents in Baldwin, Rockville Centre and Oceanside.
      Balancing constituents' needs against the county's budget woes is the top concern for both Democratic incumbent Joseph Scannell and his Republican opponent, insurance agent Joseph Koch. While Scannell touts the progress that's been made in the past two years, Koch says the county needs "fresh faces and new perspectives."
      Scannell, who has represented the district since 1999, said that even though the county's fiscal problems are far from solved, he and his Democratic colleagues have made great strides.
