The work has been completed to address contamination related to the Minute Man Cleaners site located at 89 Ocean Ave. in East Rockaway, under Nassau County under New York State’s Brownfield Cleanup Program.
Ben Ley Enterprises, Inc., performed the cleanup activities with oversight provided by the New York State Department of Environmental Conservation. A final engineering report for NYSDEC review states that cleanup requirements have been or will be achieved to fully protect public health and the environment for the proposed site use.
In-place chemical oxidation technology was used to treat volatile organic compounds in the soil and groundwater. This technology has been used to clean up residual contaminated soil and groundwater at the site. A chemical oxidant was injected below the surface through multiple injection points. As the chemical oxidant comes into contact with the contaminant, an oxidation reaction occurs that breaks down the contaminant into relatively benign compounds such as carbon dioxide and water. A performance groundwater sampling was conducted after the subsurface injections were completed to evaluate the effectiveness of the injections; and continued operation of the soil vapor extraction system.
Engineering controls are in place to protect human health, and the environment and a site management plan has been developed; and institutional controls in the form of an environmental easement has been imposed on the property. (EE will require periodic certification of institutional and engineering controls allowing for commercial and industrial use of the controlled property, restricting groundwater use at the site, evaluation of the potential for on-site soil vapor intrusion, and a provision to consider sampling upon request from the property owner in offsite locations where access was previously refused.)
