      "It allows people to continue to live here and does not drive people away," Mayor Anthony Panzarella.

Citations
      A number of citations were given out by Panzarella, including the Malverne High School boys basketball team. Panzarella presented the citation to coach Darrol Lopez and four seniors on the team.
      "Malverne High had a tremendous records in their basketball season this year," said Panzarella, noting a 21-1 record and advance to the New York State Championships in Glenn Falls. "These kids are really great."
      Panzarella also presented a citation to resident George Jacobson, who was this year's Volunteer of the Year. "It's the volunteers who make this village work," said Panzarella.
      LIPA presented a $950 check to the village for its Wire Friendly Tree Program, in which trees planted along curb lines do not obstruct power lines. "It doesn't cause wire problems which keeps everyone's electric going," said LIPA representative Marty Mullarkey.

Department Reports

Ambulance:            
      David Walsh presented the Ambulance report for the month of March, in which he said that there were 26 calls, four of them motor vehicle accidents.
      Walsh stressed the importance of car seats, following an almost fatal incident last month when a two-year-old boy fell out his car seat while his mother was driving and somehow grabbed onto the car door handle and fell out of the car while it was in motion. Walsh said the mom stopped the car and a pedestrian quickly ran over to help and picked up the child.
      "He basically just bounced," said Walsh. "He was fine. There was nothing cut and nothing broken."
      The boy was taken to Winthrop Hospital, and Walsh urged parents to call the police department if they are unsure of properly installing child car seats.

Fire Department:
      This was Chief Fusco's last meeting before he steps down as chief. Fusco urged people to check fire detectors and replace batteries. He thanked the board and community for its support over the years, and said that over the past two years, the fire house was improved and received a major technological upgrade.

Library:
      A representative of the library noted the libraries 75th anniversary and gave a brief overview of its history. She said a library celebration will be held on April 18 at 2 p.m.

Police:
      Chief Glen Jacobsen said that in March, there were four arrests, 351 moving violations and 11 traffic accidents.
      Jacobsen said that only a night before the board meeting, there was a string of larcenies that occurred on Gold Place, Silver Street, and a few other streets near the Southern State Parkway. He said that people were going around grabbing car door handles and found some that were not locked. The incident occurred between 10 p.m. and 6 a.m., and the thieves mostly stole loose change, Jacobsen said. But they did steal a 1999 Volvo, which was later recovered by police along the Southern State Parkway.
      "If anyone in that neighborhood was anything we'd be very interested in hearing about it," said Jacobsen.
      Jacobsen also lauded the department for their work in apprehending a health aide who stole valuable baseball memorabilia from an elderly resident and former baseball player, Rudy Rufer, including a ring worth $50,000.
      "Through some real good police and detective work, Mr. Rufer was reunited with his property," said Jacobsen.

Upcoming events
      The public hearing to discuss the Village of Malverne's 2004-05 budget will be held on Thursday, April 15 at 7:30 p.m. at Village Hall.
      The Nassau County University Center Mammography Van will be at Village Hall on Tuesday, April 20 between 8:15 a.m. at 2:30 p.m.
      On Wednesday, May 5 at 7 p.m., there will be a public hearing to discuss the adoption of local law #1-2004, "Stormwater Management and Erosion." Also on May 5 at 7:15 p.m., there will be a public hearing regarding the village's annual Stormwater Management Plan.
