Paul Pallas, who has worked for the village since 1993, said the new group was necessary to lobby more actively before the state and federal governments and to represent public power companies before the New York State Independent System Operator (NYISO) that now administers the state-s electric markets.
We were not getting this representation from any other resource, Pallas said. We believe that it is important to be ahead of legislation and to help set policy instead of waiting for regulations to be issued and having to react to them.
Pallas and Rockville Centre Mayor Eugene Murray recently returned from Washington, D.C. as part of the NYAPP-s first delegation to the American Public Power Association-s annual legislative rally.
I thank Paul Pallas for his excellent leadership in bringing Rockville Centre and the New York municipal electric companies onto this national stage, Mayor Murray said.
It is a mark of how well regarded he and Rockville Centre are that he has been chosen as the first president of this new organization, he said

Pallas is a licensed professional engineer, registered in New York State, a member of the management committee of the NYISO, and a member of the Institute of Electrical and Electronic Engineers (IEEE). He has an engineering degree from Hofstra University and an M.B.A. from Dowling College.
He worked for LILCO for 11 years as a substation design engineer, supervisor and manager before coming to Rockville Centre.
