It's 2:20 p.m. on a recent Wednesday, and most of the parking spots surrounding Merrick's Roland Chatterton Elementary School are already taken by parents who have come to pick up their children. The only thing is, Chatterton's dismissal bell will not ring for another 30 minutes. Parents say that, if they arrive at the school any later than 2:20, they won't find a parking spot anywhere nearby.
