The New York State Department of Environmental Conservation has issued the Record of Decision (ROD) for the Smart Set Cleaners Site in Oceanside.
The ground is contaminated with chemicals left from the dry cleaning facility that was located there. Of concern are the volatile organic compounds that easily evaporate at room temperature.
In order to treat the contaminations the state wants the following remedies:
1.An oxidant injected into groundwater in a specific area west of the site to treat contaminants.
2.The existing soil vapor extraction system, which was originally installed by the owner, will continue to be operated and maintained to treat soil in the area that contains contaminant sources.
3.A site cover currently exists and will be maintained to allow for commercial use of the site. Any site redevelopment will maintain a site cover, which will consist of structures or a layer of soil.
4.A sub-slab depressurization system will be installed in three buildings. The system will consist of a fan-powered vent and piping system to draw contaminated vapors from soil beneath the building slabs.
5.An environmental easement to allow use and development of the controlled property for commercial and industrial uses, subject to local zoning.
6.A site management plan that will include provisions to monitor for the continued effectiveness of the remedy.
The cost to implement the remedy is estimated to be $3,779,000.
