The debris is so compact at the site that the grapplers, which Maxwell described as a steam shovel with a giant claw at the end, scoop it up and dump it in a truck. The load is then disposed at the Fresh Kills landfill in Staten Island. Maxwell, like many other recovery personnel, is unhappy with the grappler.
