According to Det. Joel Mitchell, defendant Parveen Chand, 24, of West Hempstead, was upset by the driving ability of a woman along Hempstead Turnpike. Police said Chand followed the woman into the parking lot of the Burger King and began yelling at her.
According to police, the woman, who was in the company of her three children, ages 9, 8 and 6, was there to meet her husband, 36-year-old Jesus Maldonado of West Hempstead, for an early dinner at about 3:15 p.m.
The woman was walking toward the restaurant and arguing with Chand when, police said, he pulled down his pants and made what Mitchell described only as an "offensive hand gesture" while continuing to verbally assault her.
Unbeknown to Chand, police said, the woman's husband, Maldonado, had entered the parking lot and witnessed Chand's lewd display. Armed with a baseball bat, according to police, Maldonado exited his own car and proceeded to strike Chand in the arm, causing a fracture.
Police arrived shortly thereafter and arrested both men. Chand was taken to Mercy Hospital for treatment, where he was subsequently arrested and charged with endangering the welfare of a child, a class A misdemeanor, and public lewdness, a class B misdemeanor.
Maldonado was also arrested and charged with one count of second-degree assault. Both were arraigned on Thursday in First District Court. Neither could be reached for comment.
