Valley Stream trustee explains lone vote against PipeLogix agreement

The Incorporated Village of Valley Stream Board of Trustees amended the official roll call for Resolution 111/26 to reflect that Trustee Kevin Waszak voted against a measure extending the village’s agreement with PipeLogix LMS Inc.

The amended roll call shows Trustees John L. Tufarelli, Sharon M. Daly and Deputy Mayor Dermond E. Thomas voted in favor of the resolution, while Waszak voted against it. The amendment directs the village clerk to revise the official minutes in the village’s Minute Book to reflect the vote. The action updates the official record to accurately reflect how each member of the board voted on Resolution 111/26 and the final outcome of the measure.

Residents later questioned why Waszak cast the lone dissenting vote. According to information provided by Waszak, the June 15 vote marked the first time he voted against a resolution during a regular meeting of the Board of Trustees. He also explained the circumstances that led to his decision to oppose the measure.

“Dissenting votes are relatively uncommon because most issues are discussed extensively during work sessions before being put on the agenda for a formal vote,” Waszak said. “When significant disagreements arise, matters are often tabled for further discussion rather than advanced to a vote.”

According to Waszak, the PipeLogix agreement extension differed because he informed the board during its June 1 work session that he intended to vote against the proposal even after additional discussion. With a majority of the board supporting the measure, it was placed on the June 15 meeting agenda. The measure then proceeded to a vote at the board’s regular meeting.

Waszak opposed the resolution for two reasons. He said he was concerned about the program’s opt-in enrollment structure because residents could be enrolled without fully realizing they had signed up.

“I experienced this myself, and several residents shared similar concerns with me,” Waszak said.

His decision was also influenced by the village’s recent tax increase. Waszak believed ending the program would allow residents to retain the monthly savings it provided, helping offset some of the additional costs associated with the higher tax rate.

The amendment approved by the board changes the recorded roll call for Resolution 111/26.

The resolution passed by a 3-1 vote.
